Urgent: Naga Hoho’s Bold Call for an Inclusive Oil Agreement between Assam and Nagaland
The Naga Hoho has issued a renewed call for economic advancement in Nagaland through the exploration and production of petroleum, oil, and natural gas. Emphasizing the urgency of capitalizing on natural resources, the Hoho highlighted the need for a strategic roadmap to restart oil exploration activities in the region.
Amid discussions between the Assam and Nagaland governments on oil exploration and royalty-sharing within the Disturbed Area Belt, the Hoho insists that any agreement should encompass models from both states. They advocate for a joint Oil Exploration and Production license agreement between the two governments, demanding a halt to oil activities in disputed border areas until such an agreement is in place.
Nagaland’s potential for hydrocarbon discoveries is notable, being part of the Assam Arakan Basin with a history of petroleum exploration dating back to pre-Partition days. The Hoho believes that tapping into these resources could significantly uplift Nagaland’s economy, potentially funding infrastructure, education, healthcare, and more, thereby enhancing job prospects and quality of life.
However, the Hoho raised environmental concerns, pointing to oil spills since the cessation of extraction in 1994, and criticizing the lack of remedial measures by NGOs, CSOs, and the government. It emphasized Nagaland’s exclusive rights over its resources as per Article 371(A) of the Indian Constitution and called for strengthening the Nagaland Petroleum and Natural Gas Regulations, 2012.
The Hoho acknowledged ongoing disputes over land and resource ownership, complicating resource management. It asserted that Nagaland has incurred substantial financial losses by not leveraging its oil resources. The Hoho called for unity among Nagas to work towards economic growth, urging the state government to consult with stakeholders to initiate exploration efforts. This appeal comes amid ongoing political and economic discussions on resource exploitation in Nagaland, as stakeholders consider the potential benefits and challenges.
