Exciting Boost for Renewable Energy: Arunachal Cabinet Unveils Revolutionary GST Reimbursement for Hydropower Projects
The Arunachal Pradesh Cabinet, under the leadership of Chief Minister Pema Khandu, has approved State GST (SGST) reimbursement concessions for two significant hydropower projects aimed at enhancing financial viability. In its inaugural meeting of the year, the Cabinet granted SGST relief to the 700 MW Tato II Hydroelectric Project on the Siyom River in Shi Yomi district and the 1,720 MW Kamala Hydroelectric Project on the Kamala River in Kamle district. These projects are to be executed in joint ventures between the state government and central public sector undertakings (CPSUs), with the state holding a 26% equity share. The ventures represent a collective investment of approximately Rs 35,000 crore and are projected to generate nearly Rs 470 crore in annual free power for the state and Rs 79 crore through local area development funds post-commissioning.
These hydropower initiatives are part of 13 previously stalled projects, now revitalized through Memorandums of Agreement with four CPSUs in 2023. The Cabinet further approved a policy to restore terminated hydropower projects that had made substantial site progress, aiming to foster a development-friendly environment by encouraging timely project restoration and boosting investment and employment.
In other notable decisions, the Cabinet plans to recommend the establishment of a 100-seat medical college and a 420-bed hospital in Namsai under the aspirational district programme, at a total cost of Rs 375 crore, to bridge healthcare service and education gaps. This project will operate on a public-private partnership (PPP) model. Additionally, the Cabinet approved upgrades for 20 junior engineer positions in the hydropower development department, alongside the creation of 36 new posts in the land management department and 32 teaching and non-teaching roles for the Government Engineering College in Tezu, Lohit district, emphasizing the state’s commitment to improving infrastructure, governance, and citizen services.
