Furious Assam Congress Leader Condemns BJP Government’s Ineffective Flood Relief Allocation

Bhupen Bora, President of the Assam Congress, has openly criticized the BJP-led government’s handling of flood relief funds in the state. In a social media post on X, Bora revealed a significant disparity between the funds requested by the Assam government and the actual allocation received from the Centre over the past five years. According to Bora, the state government sought a total of Rs 10,785 crore for flood-related relief and reconstruction but received a mere Rs 250 crore.

“Over the last five years, the BJP government in Assam requested Rs 10,785 crore for flood-related relief and reconstruction. The state received only Rs 250 crore from the Centre. Meanwhile, Narendra Modi has limited his concern for Assam to mere social media platitudes,” Bora posted.

Moreover, Bora criticized former Chief Minister Sarbananda Sonowal for prioritizing events like Namami Brahmaputra over essential flood management, and current CM Himanta Biswa Sarma for attributing the issue to embankment quality rather than addressing core flood infrastructure needs.

“Flood infrastructure requires ongoing maintenance. Where has the money gone all these years? Rs 250 crore in five years is insufficient even for basic relief, let alone infrastructure maintenance,” Bora asserted.

He provided detailed figures illustrating the fund discrepancies: in 2018-19, Assam requested Rs 2509 crore but received nothing; in 2019-20, Rs 3237 crore sought but nothing received; in 2020-21, Rs 2640 crore requested, with Rs 44 crore allocated; in 2021-22, Rs 1088 crore requested and Rs 51 crore received; and in 2022-23, Rs 1309 crore sought, with Rs 160 crore allocated.

Bora’s remarks came in response to Union Home Minister Amit Shah’s social media statement acknowledging Assam’s flood situation and promising support through National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) operations. The stark gap between requested and received flood relief funds has drawn attention, especially as the monsoon season annually devastates large areas of Assam, damaging infrastructure and affecting livelihoods.
