Crucial Mandate: High Court Urges Govt to Conduct Critical Aerial Survey of Mined Coal
In a recent development, Justice (retired) BP Katakey has urged the Meghalaya state government to take immediate action against illegal coal mining activities. In his 26th interim report, Justice Katakey recommended an aerial survey to identify coal stocks outside designated depots, a step aimed at uncovering illegal mining and transportation. This is in addition to the coal already seized under the Mines and Minerals (Development and Regulation) Act of 1957. The presence of illegal coal suggests ongoing illicit extraction, sale, and movement in Meghalaya.
The committee emphasized the urgency of sealing over 22,000 mine openings found primarily in the East Jaintia Hills district. These openings, identified by the North Eastern Science Application Centre, pose a significant risk of reverting to illegal mining operations if not addressed swiftly. Justice Katakey called for a phased yet expedited approach to close these potential sites of illegal activity.
Further recommendations include selling the seized coal via public auction to prevent it from remaining with those conducting illegal mining. Coal India Limited is advised to conduct auctions of inventoried coal as per the Supreme Court’s order from July 2019. Additionally, the committee advocated for the immediate transfer of seized coal to a central depot to avoid theft or loss, pending court approval.
Another pressing recommendation involves implementing already approved livelihood schemes for coal miners. This aims to deter illegal mining by providing miners with alternative employment options. The state government is urged to execute these plans promptly to curb ongoing illegal coal activities.
These robust measures are expected to combat the rampant illegal mining operations and pave the way for sustainable livelihood alternatives for affected communities in Meghalaya. The committee’s call for swift and decisive action underscores the need for a comprehensive approach to address this pressing issue in the region.
