Heathrow Airport’s CEO, Thomas Woldbye, is urging the UK government to finalize a decision on constructing a third runway by the end of 2025, citing positive momentum in recent discussions. Speaking at the Airlines 2024 conference, Woldbye emphasized the need for additional capacity to support economic growth and the government’s industrial strategy. He acknowledged that the decision ultimately rests with the state, as the expansion has been a controversial topic for decades.
Woldbye stressed that Heathrow is nearing full capacity, with passenger numbers reaching 79 million in 2023, up from 62 million in 2022, due to a post-pandemic travel surge. He explained that if the third runway proposal gains government approval but lacks public funding, a costed plan would need to be presented to Heathrow shareholders.
UK Transport Secretary Louise Haigh supports airport expansion if it aligns with economic and environmental goals. The proposed expansion has faced opposition from environmental groups concerned about increased emissions and local wildlife disturbance, as well as public fears over noise pollution and traffic. Legal and governmental challenges have long delayed the project.
If approved, the expansion would involve building a third runway northwest of the current runways and a new terminal to replace Terminal 3, increasing the flight cap from 480,000 to 740,000 annually. The move is backed by airlines seeking relief from fierce competition and high flight slot costs.
Woldbye indicated that ongoing discussions with the new Labour administration are promising, and he anticipates a decisive outcome by 2025. He remains committed to a decision that aligns with the UK’s strategic goals, emphasizing the need to avoid further delays and resource wastage.
