Transform Bengaluru: Exciting Tender Opportunity for Innovative C&D Waste Processing Plants
Bengaluru’s efforts to manage its Construction and Demolition (C&D) waste face significant challenges. The city has two existing C&D waste processing plants that have not been successful due to construction companies’ reluctance to bear the transportation costs of waste to these facilities. Acknowledging these issues, the Bengaluru Solid Waste Management Limited (BSWML) has issued a tender to establish four new C&D waste processing units, each with a 1,000 tonnes per day capacity, spread across the city’s four corners. This initiative is under a Public Private Partnership (PPP) model and aims for a comprehensive end-to-end solution where private agencies will handle the collection, transportation, and processing of waste. To address past shortcomings, waste generators will now be required to pay a tipping fee for these services, though BSWML will set the charges to prevent overpricing.
However, success hinges on creating a robust regulatory framework compelling C&D waste generators to use these facilities. Unlike other cities like Delhi where regulations are stricter, Bengaluru needs mandatory measures to prevent illegal dumping, which remains a cheaper alternative for builders. Industry experts emphasize the need for audits of C&D waste by construction companies to ensure accountability. Without proper enforcement, the new PPP model risks failure due to insufficient waste collection and a lack of sustainable revenue for the companies involved.
