COP29 Shocks with $300 Billion Climate Finance Boost; India’s Disappointment Ignites Controversy
At the COP29 climate summit in Baku, a contentious agreement was reached where developed countries pledged $300 billion annually in climate finance starting from 2035—far below the $1.3 trillion demanded by developing nations. India’s negotiator, Chandni Raina, strongly criticized the sum as insufficient, calling it “abysmally poor” and objecting to the “stage-managed” process of agreement adoption. Despite dissatisfaction, especially from developing countries that decried the limited pledges and absence of assurances on grant-based financing, the deal remains one of the outcomes unless changed at a future conference—a prospect deemed unlikely.
Developed nations, obliged to increase financial aid for climate action by developing countries, raised their initial $100 billion proposal to $250 billion, later adjusting to $300 billion after opposition and a threatened walk-out. Yet, this figure remains a fraction of the $1.3 trillion sought by the Global South. The compromise offers no guarantees for funding sources or terms, like grants, which were key demands.
While the European Union lauded the agreement as a significant advancement in climate finance, others, like Nigerian negotiator Nkiruka Maduekwe, criticized it as “a joke” and inadequate under international climate accords. India, although remaining part of the consensus, highlighted the lack of ambition and transparency in financial commitments.
The conference also navigating carbon market regulations, reflecting modest progress as expectations for stronger commitments on fossil fuel transition were stalled, showcasing the complexity and strain within international climate negotiations. The event underscored underlying tensions and dissatisfaction among parties, with Aarti Khosla of Climate Trends noting the difficulty in securing universally satisfying outcomes amidst global multilateral efforts.
