Manipur Ensures a Safe and Peaceful Diwali: Crackers Ban in Violence-Affected Districts Sparks Hope
In response to recent violence, several districts in the affected state have issued a strict ban on firecrackers for this year’s Diwali celebrations, aiming to maintain order and safety. District officials from Imphal East, Imphal West, Bishnupur, and Tamenglong highlighted concerns that the misuse of firecrackers could disrupt public peace or distract security forces. With a focus on fostering a tranquil atmosphere, these districts have articulated apprehensions regarding the potential for crackers to cause confusion or even panic. Authorities also stressed that any unauthorised sale or possession of firecrackers would breach the Explosives Act, 1884, leading to legal repercussions.
Amidst heightened security measures, there have been no temporary licenses issued for the sale of fireworks under Section 84 of the Explosives Rules, 2008, as officials aim to prevent any exploitation of the situation by vested interests. Despite this intent to strictly regulate firecracker use, a noted rise in sales in certain areas, like Noida and Ghaziabad, indicates challenges in enforcement. In these regions, vendors have capitalised on unclear guidelines and bans in nearby cities, leading to widespread availability.
Meanwhile, in Delhi, while many shops are closed due to the ban, sales persist through covert means, as standard firecrackers are marketed as ‘green crackers.’ These instances showcase the ongoing struggle between regulatory measures and traditional Diwali practices, with many using informal channels to access fireworks.
Overall, the state’s comprehensive ban reflects a proactive approach to safeguarding public safety, although its implementation faces obstacles due to cultural traditions and legal complexities in surrounding regions.
