Empowering Change: TR Zeliang Championing Landmark Amendments to Transform Nagaland’s Land Acquisition Act
In recent developments concerning highway projects in Nagaland, Deputy Chief Minister TR Zeliang announced an impending amendment to the Nagaland Land (Acquisition & Requisition) Act of 1965. This amendment aims to align with the National Highways Act of 1956 and the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act of 2013. The proposal will be presented in the upcoming State Assembly session to streamline land acquisition for National Highway projects.
The announcement follows challenges faced in land acquisition, particularly with the Rs 3,119 crore NH-202 project. Zeliang highlighted these issues during a project review meeting in New Delhi with Union Minister for Road Transport and Highways Nitin Gadkari. Immediate submissions of land rates approved by the State Land Acquisition Authority are expected to be incorporated into the Detailed Project Report.
Zeliang expressed optimism about timely project sanctions that could benefit rural Nagaland regions through improved roads within two to three years. Despite issues, like compensatory demands delaying approval in certain highway sections such as Peren-Dimapur-Package-V of NH-129A and Kohima Bypass Packages III and IV, negotiations are underway to resolve these matters.
Particularly, the Kohima-Jessami Project has encountered challenges like inadequate provisions for culverts and demands for valley-side protection compensation. In specific instances, such as in the Chakhabama Military area, differing views have led to requests for joint surveys to spur resolution.
Furthermore, Zeliang urged for annual funds allocation for highway maintenance in Nagaland, highlighting the struggle due to the discontinuation of Ordinary and Flood Damage Repair funds last year. These financial constraints, compounded by frequent landslides, pose significant challenges for the smooth execution of projects.
Through these concerted efforts, the Nagaland Government seeks to overcome land acquisition hurdles and enhance infrastructure development across the state.
