Assam plans to invest Rs 1.5 lakh crore over the next five years to boost infrastructure and capital expenditure, Chief Minister Himanta Biswa Sarma announced in his Independence Day address on August 15. He said the package will include Rs 50,000 crore drawn from the state’s own resources and will target roads, schools, urban and rural development and other key connectivity projects aimed at accelerating overall growth.
Sarma said the investment is part of a long-term push to build a “developed Assam” by 2047. He described the state’s recent economic transformation as a shift “from tea to chips,” citing the Tata Group’s upcoming semiconductor project as a flagship example of the changing economic landscape.
Acknowledging Assam’s geographic and resource constraints, the chief minister noted the state lacks a coastline and the large natural-resource base of states like Odisha, and has long struggled with militancy and conflict. Despite these challenges, he said Assam has crafted its own development model — the “Assam model” — which he believes is beginning to gain recognition nationally.
Sarma also addressed the recent floods that caused extensive damage across several districts in eastern Assam, offering condolences to the families of those who lost their lives and assuring that funds will not be lacking for rehabilitation and reconstruction of affected areas.
On social policy, the government announced a tougher campaign against child marriage, unveiling a 30-day special drive starting November 1. Sarma said the operation will continue until child and polygamous marriages are eradicated in the state.
To strengthen youth prospects, the chief minister rejected generational labels such as Gen Z and Gen Alpha as “European” concepts and announced the creation of a separate Youth Development and Empowerment Department focused on skills, employment and holistic youth development.
Administratively, the government plans to create eight new sub-divisions and clear long-pending files in a mission mode to speed up governance. Sarma also announced plans to mark the 800th anniversary of the arrival of Ahom founder Chaolung Sukapha, highlighting the historical role of the Ahom rulers in shaping Assam’s unity and identity.
