On the 41st anniversary of the Assam Accord, the All Assam Students’ Union (AASU) sharply criticized both the central and state governments for failing to implement the agreement and for leaving the long-standing “foreigners” issue unresolved. The organisation said the continued lack of political will and courage has prevented a permanent solution to one of the core demands of the historic Assam movement and warned that non-implementation risks deepening a crisis of identity and existence for the state.
In a statement, AASU paid deep tribute to the martyrs of the Assam movement and honoured all those who participated in it, while stressing that more than five decades after the agitation the state’s principal grievance remains unaddressed. The union described it as “extremely worrying” that 41 years after the Accord’s signing, the foreigners question has still not been resolved.
AASU president Utpal Sharma and general secretary Shrimira Bhuyan called the Assam Accord a national commitment and asked how many more years the people of Assam must wait for its fulfilment. The union noted that even as India marks many years since independence, Assam’s struggle over the foreigners issue continues unabated from the time of the movement.
The AASU accused successive central and state administrations of repeatedly promising to implement the Accord but failing to deliver. It pointed out that governments in Delhi and Dispur have changed over time, yet none have solved the foreigners problem by fully executing the Accord’s provisions.
The students’ union listed specific failures it holds the governments responsible for: not identifying and ejecting illegal foreigners, not fully completing the purification of the National Register of Citizens (NRC), not implementing all recommendations of the committee led by Shri Biplab Kumar Sharma, and failing to provide Assam with the constitutional, legal and administrative safeguards envisaged under Clause 6. AASU also criticised the governments for not declaring Assam’s flood and erosion problems a national priority.
Demanding urgent action, AASU urged the Centre and the Assam government to announce a Time-Bound Action Plan to implement every clause of the Assam Accord within fixed deadlines. The union warned that unless the Accord’s clauses are implemented quickly and completely, threats to Assam’s language, culture, land and identity will intensify, and it called on political leaders to take firm, immediate measures to enforce the Accord.
