The Bar Council of India (BCI) has ordered that, until further notice, graduates of the 2026 batch of the National Academy of Legal Studies and Research (NALSAR) University, Hyderabad, will not be enrolled as advocates with any state bar council. The move follows protests by a section of NALSAR students over the college’s invitation to Chief Justice of India Surya Kant to be the convocation’s chief guest.
BCI has asked NALSAR’s vice‑chancellor for a detailed report on the circumstances surrounding the invitation. Advocate V. P. Sharma, a member of the All India Advocates’ Association executive committee, said the restriction was taken with the committee’s approval and was needed to maintain discipline among students. He added that, at this stage, the council has only sought information from the university and that further action will depend on the outcome of the inquiry.
“If no rules were violated, we will enroll NALSAR graduates as advocates through the normal process,” V. P. Sharma said, adding that anyone wishing to challenge the BCI decision is free to do so.
More than 400 students from NALSAR reportedly signed a petition asking the university to reconsider naming the Chief Justice as the convocation’s chief guest. Students said their objection stems from remarks attributed to the Chief Justice — described in reports as a “cockroach” comment — and from his response when asked about a video showing protesters in court, in which he allegedly said he did not have time to watch such recordings.
Students said those remarks signalled indifference and made it unacceptable for him to be invited to their college or to confer degrees. “Inviting him to our college and having him hand over our degrees is not acceptable,” students told university authorities, urging them to rethink the invitation.
The NALSAR controversy echoes an earlier incident at the Tata Institute of Social Sciences (TISS) in Mumbai, where the college had invited the Chief Justice as a chief guest but later cancelled the convocation. TISS officials cited “unexpected circumstances” for the cancellation but did not clarify the specific reasons for the last‑minute decision.
