Russia Targets 500k Foreign Students by 2030 — How Many Indians?
Russian Ambassador Denis Alipov said on Thursday that Russia aims to increase the number of international students studying in the country to 500,000 by 2030, announcing the target while speaking at the India–Russia Education Summit 2026 in New Delhi. The two-day summit, held at Le Méridien, Connaught Place from May 28 to 29, gathered policymakers, educators and institutional leaders from both countries to strengthen cooperation in higher education, research and student exchange.
Alipov highlighted Russia’s educational strengths, describing its system as known for strong scientific schools, rigorous academic standards and practical training in key modern fields. He cited engineering, medicine, artificial intelligence, digital technologies, nuclear science and advanced research as areas of focus. According to his remarks, roughly 300,000 international students are currently studying in Russia, including about 40,000 from India.
“I am committed to increasing the number of international students in Russia to 500,000 by 2030,” Alipov said, stressing the value of growing academic exchange and joint research between the two countries. He added that new areas of cooperation are creating opportunities for students and researchers and helping address global challenges through innovation.
Alipov noted existing collaborations between Russian and Indian universities across disciplines such as engineering, economics, governance, medicine and emerging technologies. He welcomed steps taken by the state governments of Haryana and Rajasthan to expand institutional ties with Russian higher-education partners.
Specific partnerships cited at the summit include student exchanges, internships and academic cooperation between Dr. B.R. Ambedkar University, Agra, and MGIMO University. In the medical education sector, Sechenov First Moscow State Medical University is reported to be working with IIT Bombay, JSS Academy of Higher Education and Research, Delhi University and JIS University on joint education, research and exchange initiatives.
Kazan Federal University has launched a medical curriculum under India-linked mobility programmes, and authorities are promoting English-language and academic mobility components alongside Russian-language training. Alipov also pointed out that Russian language centres have been opened in Thiruvananthapuram, Bengaluru and Ahmedabad during the 2025–26 period, and that other Indian institutions have expressed interest in similar steps.
Organizers say the India–Russia Education Summit, now in its second year, aims to serve as a major platform for deepening educational ties, expanding higher-education opportunities, fostering industry partnerships and showcasing innovations in teaching and research to open new pathways for students and scholars from both countries.
