
Shocking RTI Report: 217 Dead, 58,881 Displaced Since May 2023 Crisis
Manipur’s Home Department is compiling a detailed register of Internally Displaced Persons (IDPs) after an RTI filed by Manipur Pradesh Congress Committee vice‑president Hareshwar Goshwami, seeking information on deaths, housing damage and terminal illnesses in relief camps. The move follows figures provided to Goshwami showing 217 deaths linked to the violence and 58,881 displaced people as of March 30, 2026.
The State Information Officer has directed the Home Department to obtain comprehensive reports from the district commissioners and to disclose the total number of IDPs who died in relief camps, the number currently living in pre‑fabricated shelters and relief camps, and the number of inmates diagnosed with terminal illnesses — together with details of medical assistance given. The RTI was filed on September 8, 2025, and Goshwami told reporters in Imphal that remaining replies are expected by the first week of May 2026.
Of nine questions raised in the RTI, authorities have answered five so far, Goshwami said. The Home Department linked the figure of 217 deaths to ex gratia payments made to next of kin, indicating these payments form the basis of the official death tally. The displacement totals cover the period since the outbreak of the Manipur crisis on May 3, 2023.
Official data provided in response to the RTI shows large-scale damage to private housing: 7,894 houses have been recorded as permanently destroyed and 2,646 as partially damaged since the violence began. Separately, more than 30 cases of missing records have been reported, although the RTI did not specifically ask about lost documentation.
On funding, the Ministry of Home Affairs (MHA) approved Rs 424.36 crore for the operation of relief camps. Under a special rehabilitation and resettlement package, the MHA approved Rs 523 crore and has released Rs 124.50 crore; an additional Rs 65.1635 crore has been released directly to district commissioners. The state scheme has also received Rs 14.2 crore for procurement of mattresses and personal items for displaced families.
The Home Department’s consolidated disclosures, expected after the district reports arrive, aim to clarify the human and material toll in relief camps and the level of medical and financial support provided to vulnerable IDPs, including those with terminal illnesses.
