
Census 2027: Live-in Partners in ‘Stable Union’ Recognized as Married
Live-in couples who consider their relationship a “stable union” will be counted as married in Census 2027, the official census FAQ has clarified, a move that clarifies how non-ceremonial partnerships will be recorded in the national headcount. The clarification, issued on the census website, comes as the first phase of the exercise-House Listing and Housing Census-is scheduled between April and September 2026, with 30 days of house-to-house fieldwork to be carried out according to schedules set by state and Union Territory governments.
Responding to whether live-in partners would be classified as married, the FAQ says: “Will a couple in a live-in relationship be considered a married couple? If they consider their relationship as a stable union, they should be treated as a married couple,” the FAQ states. The guidance places emphasis on respondents’ own characterization of their relationship rather than on formal marriage registration.
Census 2027 will be significantly more digital than previous counts. Enumerators will collect data using mobile applications, while web-based systems will be used for mapping and house listing. For the first time, citizens can also provide their information online through a self-enumeration portal that will be open for a 15-day window before field enumeration begins.
Officials have said respondents will not be required to produce any documents during data collection. For the first phase, the government has notified 33 questions covering housing conditions, household size, access to basic amenities, ownership status and consumption patterns, including the types of food grains used. Enumerators will also record the number of married couples in a household and capture key details of the head of household such as name, sex and social category.
Registrar General and Census Commissioner Mritunjay Kumar Narayan stressed that all personal data gathered for the census will remain strictly confidential under the provisions of the Census Act, 1948. The FAQ clarification on live-in unions could affect how household composition and marital-status statistics are reported, with potential implications for policy planning and social research that rely on census data.
