Sikkim Unveils Game-Changing State Cooperative Policy 2026
PAKYONG (IPR) — The Government of Sikkim on Thursday, March 19, 2026, formally launched the Sikkim State Cooperative Policy 2026 at the Sikkim State Cooperative Union (SICUN), unveiling a framework intended to strengthen cooperative institutions across the state. The programme, organised by the Cooperation Department, was attended by Arun Kumar Upreti, Minister for Rural Development, Cooperation and Panchayati Raj, who served as chief guest, alongside senior departmental officials and apex body leaders.
In his address, Minister Upreti described the policy launch as a milestone for the state’s socio-economic development. He said the policy prioritises improved governance, financial sustainability and professional management of cooperatives, and emphasised capacity building, transparency, adoption of modern technology and greater member participation at all levels to make cooperatives self-reliant and community-centred.
PRCS-cum-secretary of the Cooperation Department, Jabi Thapa, noted that the state policy was prepared rapidly following the Government of India’s National Cooperation Policy. She stressed that the document is intended as an actionable framework to realise the vision of “Sahakar Se Samriddhi” and to contribute to the goal of Viksit Bharat @2047 through collective efforts in the cooperative sector.
Joint Registrar Rohit Rasaily presented the policy’s structure, saying it contains 19 objectives grouped under six key pillars that target governance, capacity building, performance and institutional strengthening. He added the policy aims to promote modern, inclusive and professionally managed cooperatives that drive sustainable development and are aligned with the national framework while addressing state-specific needs.
The launch also introduced a departmental magazine marking the International Year of Cooperatives 2025 and the Cooperation Department’s monthly digital e‑newsletter. A demonstration of the Primary Cooperative Societies Inspection App (CORE), developed by the District Cooperative Office, Gyalshing, highlighted tools for more accurate and efficient cooperative data management. The event concluded with the release of a cooperative theme song composed and produced by the Cooperation Department, Gangtok District.
