Stormy Lok Sabha Session: Motion Against Speaker Birla on Mar 9
New Delhi, Mar 8: The second half of the Budget session of Parliament is poised for a stormy start on Monday, with the Lok Sabha taking up an opposition-sponsored resolution seeking the removal of Speaker Om Birla. According to the House agenda, the motion against the Speaker is the only item listed for the day.
Both the ruling Bharatiya Janata Party and the principal opposition Congress have issued whips, directing their Lok Sabha MPs to be present when the resolution is taken up. Opposition leaders say they submitted a no-confidence resolution after alleging that Birla had acted in a “blatantly partisan” manner in the House.
The opposition has also accused the Speaker of making certain false claims against Congress members when he referred to some “unexpected action” in the Lok Sabha and of asking Prime Minister Narendra Modi not to come to the House to reply to the debate on the Motion of Thanks on the President’s Address.
Birla recused himself from proceedings from the date the notice was submitted; the Lok Sabha secretariat said he would return only after the disposal of the agenda. On Saturday, Prime Minister Modi publicly backed Birla, saying he had “taken all Parliamentarians along” and was committed to the principles of the Constitution and parliamentary democracy.
With the numbers heavily stacked in favour of the government, the resolution is expected to be defeated. Beyond the motion against the Speaker, the opposition is set to press the government on the ongoing conflict in West Asia, including questions about India’s stance towards Iran and the US “waiver” related to India’s purchase of Russian oil.
The fallout from the Special Intensive Revision (SIR) of electoral rolls in poll-bound West Bengal — which led to the deletion of nearly 60 lakh votes — is also likely to figure in debates. The government is expected to pilot the Electricity Amendment Bill during the remainder of the session and to take up other pending legislative business.
The Lok Sabha may not hold Question Hour between 11 am and 12 noon on Monday, as the House could be adjourned to pay respects to Shillong MP Ricky Syngkon, who passed away on February 19. (PTI)
