India’s Northeast: Strategic Gateway to Indo-Pacific Growth

India’s Northeast is shifting from a distant frontier to a strategic eastern gateway to the Indo‑Pacific as policy and infrastructure reshape its links with South and Southeast Asia. A decade of investment in highways, rail and bridges, alongside the shift from the “Look East” approach to the more purposeful Act East Policy, aims to turn the region’s geographic position — long seen as a vulnerability tied to the narrow Siliguri Corridor — into an economic and strategic advantage. At the same time, revived cross‑border routes and growing trade with neighbours are beginning to change the region’s economic profile, even as environmental and implementation challenges persist.

Geography underpins the case: India’s eight northeastern states share more than 5,300 kilometres of international borders with Bangladesh, Myanmar, Bhutan and China, while roughly 1,600 kilometres link the region to mainland India via the Siliguri Corridor. That asymmetry places the Northeast at the crossroads of South Asia, Southeast Asia and the eastern Himalayas, making overland connectivity a strategic priority for India’s Indo‑Pacific engagement.

Infrastructure projects have been central to this reorientation. New bridges such as Bhupen Hazarika Setu (9.15 km across the Lohit) and the Bogibeel Bridge have cut travel times across the Brahmaputra valley, and rail links now reach state capitals long isolated from the national network. Ambitious cross‑border plans — notably the proposed India–Myanmar–Thailand Trilateral Highway, roughly 1,360 km linking Moreh (Manipur) to Mae Sot (Thailand) via Myanmar — promise a major land bridge between South Asia and mainland Southeast Asia if fully operationalised.

Restoration of links with Bangladesh is equally consequential. Bilateral trade crossed $18 billion in 2023–24, while reopened rail lines, river routes and transit agreements revive pre‑partition commercial ties. For landlocked states such as Assam and Tripura, access to Bangladeshi ports can shorten transport distances by up to 1,000 kilometres, potentially cutting logistics costs and reshaping trade patterns.

Sceptics warn that connectivity rhetoric has long outpaced on‑the‑ground economic transformation. Projects face steep terrain, fragile ecosystems and administrative delays; the Trilateral Highway’s progress has been slower than planned. There is also a real risk that the Northeast becomes a transit corridor rather than a centre of local industry and jobs if goods merely pass through without stimulating agro‑processing, tourism, small manufacturing and skill development.

Environmental concerns intensify the trade‑offs: the region’s forests, rivers and mountains host exceptional biodiversity and sustain millions of livelihoods, so large projects risk serious ecological disruption without careful planning. The case for connectivity, therefore, depends on pairing hard infrastructure with investments in local enterprise, education and environmental stewardship.

Signs of positive change are emerging: tourism has grown (Meghalaya received over 1.5 million visitors in 2023), agricultural specialties are finding external markets, and insurgency‑related incidents have fallen sharply — government data suggests a decline of more than 70% in the past decade — improving the investment climate. Translating this momentum into durable regional prosperity will require deliberate policies that empower communities, protect ecosystems and ensure the Northeast benefits as much from connectivity as the wider Indo‑Pacific region does from its position.
