PHE Denies 40% Leakage Claim at Rateychu Source — Urgent Clarification
The State Public Health Engineering (PHE) department has rejected social media claims that about 40% of water is being lost from pipelines linked to the Rateychu source, saying the images show technical pressure-release devices rather than uncontrolled leaks. PHE Secretary Sailendra Sharma made the clarification on Saturday, February 21, 2026, after photographs circulated online prompted public concern.
Sharma said several photos “actually depict pressure release system, which is a technical safety mechanism.” He explained that these devices release excess pressure and a small discharge to protect pipelines from damage or bursts, a function that is especially important in hilly terrain where slopes, curves and sharp turns cause frequent pressure fluctuations.
Describing local hydraulics as “turbulent in nature and not a steady flow regime,” Sharma added, “Maintaining pressure is critical. Without pressure release systems, pipelines could burst.” He acknowledged the visible spray and mist from these outlets can make the discharge look large, but stressed the actual volume released is minimal.
The PHE also noted that water levels in the Rateychu river have fallen compared with previous years due to changing seasonal patterns and “almost nil precipitation.” Under environmental laws the department must leave a portion of river flow undisturbed, which can create areas of ponding that may appear misleadingly full to observers. “This has sometimes led to misunderstanding,” Sharma said.
Sharma said seven major pipelines transport water from Rateychu to Gangtok. While minor leaks occur from terrain-related stress and natural wear, the department conducts repairs as soon as possible. Major repair work is typically scheduled during the rainy season, when lower streams help maintain flow; such repairs take about 16–18 hours and are difficult during the dry season because a long shutdown would severely disrupt supply.
Following a recent appeal by the PHE for judicious water use, Sharma said household availability has improved and thanked Gangtok residents for their cooperation. He added that, under the guidance of Minister Sonam Lama, the department continues daily monitoring and technical management to ensure a regulated and equitable water supply.
