Transformative Boost: Meghalaya Receives ₹27 Crore XV Finance Commission Grant for Vibrant Rural Development
The central government has disbursed the first installment of Rs 27 crore under the 15th Finance Commission (XV FC) grants for the 2021-22 financial year, benefiting the rural local bodies in Meghalaya, specifically the three autonomous district councils: Khasi, Garo, and Jaintia. This allocation aims to bolster local self-governance and sustainable rural development.
These grants are divided into untied and tied categories. Untied grants address location-specific needs across 29 constitutional subjects, excluding salaries and establishment costs. Meanwhile, tied grants support essential services such as sanitation and maintenance of open defecation-free (ODF) status, waste management, and the provision of drinking water, including initiatives for rainwater harvesting and recycling.
The Government of India, in collaboration with the Ministry of Panchayati Raj and the Ministry of Jal Shakti, facilitates the release of these grants recommended by the XV FC. The funds are distributed in two installments, managed by the Ministry of Finance.
This initiative underscores the government’s commitment to empowering Panchayati Raj Institutions (PRIs) and Rural Local Bodies (RLBs), enhancing their capabilities and self-reliance. It aligns with Prime Minister Narendra Modi’s vision of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas,’ fostering inclusive growth, participatory democracy, and robust development frameworks.
Emphasizing the pillars of rural governance, the grants contribute significantly to the vision of a developed India, or Viksit Bharat, promoting accountable and empowered grassroots governance in Meghalaya.
