Published in the journal Nature and co-led by Brown University researcher Gemma Dipoppa, the study links crop burning to approximately 2 million annual deaths in the region and highlights the dangerous effects on infant and child mortality.
The research, co-authored with Saad Gulzar of Princeton University, utilized a decade of data from satellite observations and surveys to examine government responsiveness to air pollution. The study revealed that Indian and Pakistani officials are more likely to act against crop burning when their own areas are directly affected, as opposed to when pollution impacts neighboring regions. Specifically, crop-burning incidents rose by 15% when winds carried pollution to neighboring jurisdictions, but declined by 14.5% when jurisdictions were affected locally.
Furthermore, government actions, including fines for crop-burning violations, have demonstrated effectiveness in deterrence, reducing fires by an additional 13%. This challenges the notion that curbing crop burning is an uncontrollable issue. Dipoppa notes that governments have the ability to reduce crop burning but tend to act predominantly when it aligns with their incentives or jurisdictional impact. The study suggests that with more resources, authorities could enhance their efforts significantly.
These findings underscore the importance of government involvement in combating crop burning, highlighting that strategic interventions can substantially mitigate air pollution and save lives. The researchers emphasize the urgent need for coordinated regional efforts and increased resource allocation to address this pressing environmental and public health challenge in South Asia.
