Guwahati: Aasu Pushes for Constitutional Safeguards for Indigenous Assamese
Guwahati: The All Assam Students’ Union (Aasu) convened an emergency meeting on Monday to advocate for constitutional safeguards for Assam’s indigenous people, as recommended by the Justice (Retd) Biplab Kumar Sharma committee. This committee, formulated by the Union Home Ministry, was tasked with suggesting measures for the implementation of Clause 6 of the 1985 Assam Accord.
Clause 6 of the Assam Accord mandates constitutional, legislative, and administrative protections to preserve and promote the cultural, social, linguistic identity, and heritage of the Assamese people. Aasu emphasized the necessity of implementing all the committee’s recommendations to uphold these safeguards.
Last week, the state government engaged with Aasu, a signatory of the Assam Accord, to discuss the execution of the recommendations. The government committed to implementing 52 of these suggestions by April next year.
Aasu chief adviser Samujjal Bhattacharya stressed the need for constitutional amendments to secure the supremacy of the indigenous population in Assam. He stated, "We need constitutional safeguards to ensure the indigenous people play a determining role in the state forever. Aasu won’t rest until each recommendation of the committee is implemented." He added that constitutional amendments might be necessary to realize these recommendations.
Chief Minister Himanta Biswa Sarma announced that an action plan for implementing Clause 6 would be presented on October 25. Bhattacharya remarked, “We were assured the state government will request the Centre to hold talks with Aasu. We are keeping a close watch on the government’s promises.”
In related news, Karnataka’s Chief Minister Siddaramaiah announced the implementation of the socio-educational survey recommendations, aimed at supporting deprived and backward communities. Additionally, a high-level expert committee suggested replacing all gates of the Tungabhadra project to enhance safety.
Lastly, Goa’s Chief Minister Pramod Sawant introduced a new clause in the employment scheme to benefit children of freedom fighters, prioritizing those who haven’t yet secured government jobs.
