GST Revenue Decline Offset by Strong Gross Collections, Experts Assert
August 2024 GST Report Highlights Economic Resilience
The Goods and Services Tax (GST) collection witnessed a 9.2% drop in August, scaling down to Rs 1.5 trillion from Rs 1.65 trillion in the previous month. The reduction was predominantly due to increased refunds. Nevertheless, the gross GST collection—unadjusted for refunds—remained strong at Rs 1.75 trillion, a slight year-on-year growth of 10%.
Despite a cooling growth in net receipts to 6.5% in August from 14.4% in July, the overall gross revenue trends are encouraging for the 2024 fiscal year. So far, total GST collections are 10.1% higher than the corresponding period in 2023, rising from Rs 8.29 trillion to Rs 9.13 trillion.
Tax experts argue this trend reflects a robust economy. Saurabh Agarwal from EY attributes the resilience to a shift towards self-reliance, noting that while imports saw a 12.1% rise, domestic revenue grew by 9.2%. Increased refund processing has also influenced net receipts, with refunds in August surging 38% year-over-year to Rs 24,460 crore.
Industry leaders anticipate a boost in collections with upcoming festive seasons. Abhishek Jain from KPMG highlighted the stabilization of GST collections around Rs 1.75 trillion and praised the efficient refund processing.
The surge in collections can also be linked to intensified GST investigations and audits, which have enhanced compliance, as per M.S. Mani from Deloitte. This activity aligns with the GST Authority’s national drive to detect fraudulent registrations and improve compliance, running until mid-October.
However, regional variations exist. States like Maharashtra, Karnataka, and Uttar Pradesh recorded significant growth, whereas Gujarat, Andhra Pradesh, and Tamil Nadu lagged, necessitating further scrutiny.
The GST Council, meeting on September 9, is set to discuss tax rate rationalizations and road maps, with potential adjustments to luxury and sin goods compensation cess looming.
The government’s effort to reduce business costs through higher domestic refunds is evident, aligning with broader economic development efforts across India.
