In a significant development, the Assam assembly approved a bill on Thursday to designate Manipuri as an associate official language in Cachar, Karimganj, Hailakandi, and Hojai districts. The Assam Official Language (Amendment) Bill, 2024, was initially introduced to the legislative body on August 22.
During the discussion on Thursday, the bill faced calls for additional amendments. AIUDF MLA Aminul Islam sought the inclusion of Kachari and Santhali languages, while Congress MLA Misbahul Islam Laskar advocated for the inclusion of Bishnupriya Manipuri. Chief Minister Himanta Biswa Sarma, however, clarified that only languages listed under the Eighth Schedule of the Indian Constitution could achieve official or associate official status. As such, while Manipuri is recognized by the said Schedule, Bishnupriya Manipuri and Kachari are not.
CM Sarma emphasized the necessity of securing Eighth Schedule recognition for any additional languages before considering their inclusion. He pointed out that Bengali is an official language in Barak Valley, and Bodo serves as an associate language in Assam, both due to their constitutional recognition. The proposed methodology involves conducting an independent survey to establish the number of speakers for any language post-inclusion in the Schedule, with subsequent steps to recognize it officially.
