Nagaland Government Reconsiders Liquor Ban Legislation
KOHIMA: The Nagaland government has unveiled plans to review the Nagaland Liquor Total Prohibition (NLTP) Act of 1989, potentially allowing limited relaxation of the prohibition in specific areas. The decision emerged from a recent Cabinet meeting at the Nagaland Civil Secretariat in Kohima. The proposed amendments are expected to be discussed during the Nagaland Assembly’s monsoon session on August 27 and 29.
K G Kenye, the Minister for Power and Parliamentary Affairs and government spokesperson, confirmed the reconsideration of the NLTP Act. He pointed out that the Act has remained unmodified since its inception over thirty years ago. Despite the prohibition, there has been an unchecked influx of illicit liquor into the state, Kenye noted, posing severe health risks, especially to the youth.
The current lack of regulation has empowered bootleggers, facilitating the smuggling of substandard and potentially hazardous liquor. The NLTP Act strictly forbids the production, sale, consumption, possession, and import and export of liquor in Nagaland. Additionally, it bans the use of any materials or utensils for manufacturing liquor, as well as the publication of liquor advertisements in newspapers and periodicals.
While Kenye acknowledged the church leaders’ and law enforcement’s efforts to curb alcohol-related issues, he admitted that total prohibition has not been successful in Nagaland. The pending legislative discussions aim to address these ongoing challenges and explore regulatory adjustments to mitigate the adverse effects of illicit liquor circulation.
This reconsideration comes at a time when the state government has also initiated other bans, such as prohibiting single-use plastics from August 1, reflecting the administration’s broader commitment to public welfare and regulatory enforcement.
