
America Boldly Reignites Command in Japan: A Strategic Power Play to Safeguard Peace
Kadena Air Base in Japan, America’s largest in the Pacific, is set to undergo a significant transformation. On July 28th, U.S. Defense Secretary Lloyd Austin will announce the creation of a new warfighting command to oversee all American forces in Japan. This shift aims to address growing concerns over China’s military buildup and strengthen Japan’s defense, which is increasingly likely to be on the front line of any conflict with China.
Historically, American forces in Japan have been on a peacetime footing since the Vietnam War’s end. However, the new headquarters will integrate air, sea, land, and other forces, reflecting Japan’s plans for a joint command. This change signifies a move from a basing agreement to a true military alliance, as noted by Christopher Johnstone of the Center for Strategic and International Studies.
The revamped USFJ, led by a three-star general reporting to Admiral Paparo of Indo-Pacific Command in Hawaii, will aim to integrate exercises, planning, and combat operations closely with Japanese forces. Despite some disagreements over whether the position should be held by a four-star officer, the goal remains to enhance coordination and readiness.
Japan plans to boost its defense spending to 2% of GDP by 2027 and acquire long-range missiles, albeit relying on American intelligence and support for now. The phased establishment of the new American headquarters raises questions about its size, powers, and location, as well as its role in regional crises, such as a potential Chinese invasion of Taiwan.
President Joe Biden’s administration is focused on solidifying security arrangements in Asia, including three-way military cooperation with Japan and South Korea. However, political challenges and election concerns may hinder rapid progress. If successful, this joint-forces model could extend to other regions, bolstering America’s resilience across the Pacific. The legacy of operational command under fire, reminiscent of Douglas MacArthur and Chester Nimitz, underscores the transformation’s significance in contemporary defense strategy.
