Nagaland Education Dept to Undergo Significant Reforms

Dr. Kekhrielhoulie Yhome, Advisor for School Education & SCERT, addressed a state-level training program for District Master Trainers on the Mapping of BEACON Schools on July 16 in Kohima. During his speech, he outlined several pivotal changes planned for Nagaland’s education system.
Dr. Yhome revealed that the Nagaland Government is considering the formation of the Nagaland Education Administrative Service and the Nagaland Education Service to create new leadership for managing the state’s educational affairs. He stressed the importance of this new mechanism, especially as the School Education Department comprises 22,333 employees, as of December 31, 2023, making it the state’s second-largest workforce after the police department.
Despite receiving Rs 830 crore last year, with Rs 4 crore allocated for annual maintenance, the department spends the majority of its budget on salaries. Additionally, Nagaland received around Rs 500 crore from the Government of India through Samagra Shiksha, primarily for salary components. Dr. Yhome expressed concerns over the aging infrastructure of the state’s educational facilities, indicating that a team would soon inspect schools to assess their conditions.
The department is also initiating delimitation of its educational administrative areas. The aim is to restructure and assess schools that were merged 30 years ago, along with pursuing approval from the Government of India for delimiting Educational Block Resource Centres (EBRCs) in the state, which currently number at 46.
Dr. Yhome emphasized the need for rationalizing the transfer and posting of teachers to maintain equity. The education department has four categories of employees: regular, ad hoc, contract, and contingency staff. He confirmed that the department would follow the State Government’s proposal to fill vacancies, prioritizing those who have served for 10 years.
These reforms aim to enhance the efficiency and equity of Nagaland’s educational system, addressing both administrative and infrastructural challenges.
